Mali kidnap: Swiss woman freed in Timbuktu

A Swiss woman abducted in the rebel-held north Malian town of Timbuktu more than a week ago is free, officials say.

The woman, a Christian missionary in her 40s, was handed over to a Swiss official by the group holding her, the Swiss foreign ministry said.

She was taken from her house by armed men soon after Timbuktu fell to separatist and Islamist rebels.

On Sunday, the Islamist group Ansar Dine said she was in its custody and that it wanted to free her.

In a statement, the Swiss foreign ministry said the woman had been taken to safety, and that she was in good health, "considering the circumstances".

It also thanked the authorities in Mali and Burkina Faso for their help in securing the woman's release.

The ministry declined to give her personal details, citing data protection laws, but news agency reports have named her as Beatrice Stockly.

Eyewitnesses said that after the handover she boarded a helicopter that flew her to Burkina Faso.

Secular Tuareg rebels, along with Ansar Dine, completed a takeover of Timbuktu and the rest of northern Mali earlier this month after mutinous troops had overthrown President Amadou Toumani Toure in a coup, throwing the country into chaos.

Most foreigners fled Timbuktu at the time.

Facing sanctions from regional body Ecowas and unable to contain the rebellion in the north, the coup leaders later agreed to hand over power to civilian rule.

Since 2009, Switzerland has advised against travel to Mali, citing the risk of kidnap. After last month's coup, it advised all Swiss nationals in Mali to leave the country temporarily.

South Sudan's Salva Kiir says Sudan has declared war

South Sudan's President Salva Kiir says Sudan has "declared war" on his country, following weeks of fighting along their common border.

Mr Kiir was speaking in China, which is a major buyer of oil from both countries, but has long been an ally of Sudan's President Omar al-Bashir.

Meanwhile, Sudanese warplanes conducted multiple bombing raids against Southern border regions in the early morning.

The raids followed a fatal bombing near the border town of Bentiu on Monday.

UN Secretary General Ban Ki-moon condemned the attack, in which a market was bombed, killing at least one person and injuring many others.

The latest attacks hit the towns of Panakwatch and Lalop, and the Teshwin border post, the AFP news agency reported.

South Sudan became independent last year, following decades of conflict.

There have been tense relations since then, primarily over the division of oil reserves and the full definition of borders.

'Strategic partner'

Mr Kiir was speaking as he met Chinese counterpart Hu Jintao in Beijing, after arriving there on Monday for a five-day visit.

Mr Kiir said his visit came "at a very critical moment for the Republic of South Sudan because our neighbour in Khartoum has declared war on the Republic of South Sudan".

He called China one of his country's "economic and strategic partners".

Chinese state television quoted Mr Hu as urging calm and restraint on both Sudans.

Sudan has made no formal declaration of war, but analysts say Mr Kiir is clearly escalating the war of words.

Beijing has urged an end to the recent hostilities, during which Southern forces occupied Sudan's most important oil field, in the Heglig area, saying it belonged to the South.

South Sudan says its forces withdrew from Heglig after two weeks, but Sudan says it expelled them, killing 1,000 soldiers.

Mr Bashir says he will not negotiate with the South and has vowed to continue military action until all Southern troops and their allies are out of Sudan.

The BBC's James Copnall, recently in Bentiu, says that while the conflict has not spread beyond a limited geographical area, talk of a slide towards war is not far from the truth.

On Monday, Mr Ban called on Mr Bashir and Mr Kiir "to stop the slide toward further confrontation and... to return to dialogue as a matter of urgency".

US President Barack Obama has said both countries "must have the courage" to return to the negotiating table and resolve their differences peacefully.

China's foreign ministry spokesman Liu Weimin said on Tuesday that oil was "the economic lifeline for both countries".

He added: "To maintain the stability and sustainability of the oil cooperation is consistent with the fundamental interests of both countries. It is also consistent with the interests of Chinese enterprises and their partners.

"We hope the oil negotiation between Sudan and South Sudan will make progress and [the two countries] will find a solution that both of them and other sides involved can accept."

In January, South Sudan shut down oil production, which provides 98% of its revenue, after Khartoum impounded South Sudanese oil shipments amid a dispute over transit fees.

South Sudan took most of the former united Sudan's oil reserves when it became independent but relies on pipelines to seaports in Sudan to export it.

South Sudan voted overwhelmingly in favour of secession in a January 2011 referendum, leading to independence six months later.

 

South Africa: Malema loses appeal against ANC expulsion

Firebrand youth leader Julius Malema has lost his appeal against expulsion from South Africa's ruling ANC, the party says.

The appeals committee announced in a statement that Mr Malema's appeal had failed.

He was previously found guilty of fomenting divisions and bringing the party into disrepute.

He was banned from party activities in April after calling his former ally President Jacob Zuma a "dictator".

"In respect of the present disciplinary hearing, the [ANC's National Disciplinary Committee of Appeal] confirms the sanction imposed by the [National Disciplinary Committee] that the appellant be expelled from the ANC," the statement reportedly said.

Mr Malema, 31, was suspended in November after being found guilty of three of the charges against him - including bringing the party into disrepute by calling for regime change in Botswana.

He was then expelled when he tried to appeal against his five-year suspension.

Mr Malema was elected president of the ANC Youth League in 2008 and played a key role in President Zuma's ascent to power in the 2009 election.

He is adored by supporters for articulating the rage and frustration of South Africa's poor, marginalised black community, corresopndents say.

But his rabble-rousing landed him a conviction for hate speech and two ANC disciplinary hearings.

Nigeria: Alleged N11bn scam: Saraki shuns police invitation

Former Governor of Kwara State, Dr. Bukola Saraki yesterday shunned  invitation by the Police Special Fraud Unit, SFU, Milverton, Ikoyi, to answer questions bothering on an alleged N11 billion loan scam at the defunct Intercontinental Bank.
Saraki, who was billed to appear at the SFU, reportedly wrote the unit, promising to honour its invitation yesterday. But as at 6pm, he was yet to arrive to explain his alleged involvement in the loan scam.
The unit, had last week  arrested former Managing Director of defunct Intercontinental Bank, Mr Mahmoud Alabi, for allegedly writing off a N9 billion loan and granting another N9 billion loan without a directive from the Central Bank of Nigeria.
During investigation, the unit, according to its spokes person, Mrs Ngozi Insitume, discovered that “the companies that jointly incurred this indebtedness were Joy Petroleum Limited, Skyview Properties Ltd, Dicetrade, and Limkers Nigeria Ltd. The debts originated from several loans/facilities worth billions of Naira granted the companies, which were allegedly promoted by Senator Bukola Saraki between 2004 and 2009 when he was the Governor of Kwara State.
“The billions of Naira loans/facilities were used to purchase shares of bluechip companies and choice landed property in Lagos and Abuja. Some of the landed property worth billions of naira used to secure the loans were curiously released after payment of only N2.3Billion out of the N11.97 jointly owed the bank by the companies.”
Meanwhile, Dr. Erastus Akingbola under whose management most of the loans were approved, she said, had also  made useful statement to the police, adding that . Investigation was  on to determine the propriety of releasing the title documents to these landed properties used as collaterals which would have been sold to set off part of the balance debt.
Saraki as gathered, is expected to explain why and how the loan were written off and   how choice properties in high brow areas of Lagos such as Ikoyi and Victoria Island were purchased with the contentious loan, only to end up being used  as collateral for the same loan.

US embassy in Kenya issues terror attack warning

The US embassy in Kenya has issued a terror warning to its citizens in the country, warning them of a possible attack on Nairobi hotels and prominent Kenyan government buildings.

The timing of the potential attack was not known, it said in a statement, but it had reason to believe that it was in the last stages of planning.

It urged US nationals to be cautious.

In 1998, the US embassy in Nairobi was bombed by al-Qaeda operatives who rammed its gate with a truck.

A total of 213 people, including 12 Americans and 34 local embassy staff, died in the bombing.

More recently, al-Qaeda-linked al-Shabab militants from neighbouring Somalia have vowed to carry out an attack on Kenya for sending troops into Somalia.

Kenya sent hundreds of troops into Somalia last year after a wave of kidnappings, including those of four Europeans on Kenyan soil, blamed on al-Shabab.

The UK issued a similar warning to its nationals in Kenya earlier this year.

Malawi's Bingu wa Mutharika buried on his farm

Former President Bingu wa Mutharika, who died on 5 April after a cardiac arrest, has been buried at his sprawling farm in southern Malawi.

Mr Mutharika was laid to rest next to his first wife Ethel in a huge white marble mausoleum called the Taj Mahal by local media.

Thousands of mourners and several African heads of state, including his close ally President Robert Mugabe of Zimbabwe, attended the state funeral.

Mr Mutharika led Malawi from 2004.

'Dream in colour'

Malawi's new President Joyce Banda, who led the mourners, evoked her predecessor's favourite mantra: "Malawi is not a poor country but Malawians are poor."

"President Bingu wa Mutharika taught me and all Malawians to dream, he taught us not only to dream but also to dream in colour," she said.

The BBC's Raphael Tenthani at Ndata estate says at least 3,000 people attended the funeral, including politicians and villagers from the surrounding tea-growing district of Thyolo.

Monday was declared a public holiday to honour the former president.

Thousands more have paid their respects to Mr Mutharika over the past week, as his body lay in state in the capital, Lilongwe, the northern city of Mzuzu and the commercial capital, Blantyre.

Mr Mutharika bought the cattle and maize farm in 2004, where he built an imposing mansion he called the White House.

The mausoleum - officially called "Mpumulo wa Bata" or "Peaceful Rest" - was built for him and Ethel, his Zimbabwean wife of 37 years who died from cancer in 2007.

He married Callista Chapola-Chimombo, a former tourism minister in 2010.

Identity disguised

Our correspondent says that, alongside Mr Mutharika's brother Peter, Ms Chapola-Chimombo led the visiting African leaders as they paid their respects at the open casket of the former president, who was a church-going Catholic.

Peter Mutharika, the country's foreign minister, was anointed as heir-apparent for the 2014 elections when his brother was due to retire.

In the wake of Mr Mutharika's death, there were concerns that Peter Mutharika's allies would try to stop the constitutional transfer of power to the then Vice-President Joyce Banda - who had fallen out with the former president and publicly opposed the plans for a Mutharika dynasty.

Mr Mutharika was born Ryson Webster Thom in 1934.

The schoolmaster's son changed it to Bingu Mutharika during the 1960s as pan-Africanism swept across the continent.

He added the prefix "wa" to disguise his identity from Malawi's first ruler Hastings Kamazu Banda's state security agents, who were hunting down his opponents around the world.

A former economist, Mr Mutharika was credited for revitalising a moribund agricultural sector during his first term.

That recovery was short-lived, however, and both his terms in office were mired in controversy.

He was criticised for mismanaging the economy and stifling political and press freedoms.

Uganda Ingrid Turinawe 'sexual abuse' protesters strip

A group of women have stripped to their bras in protest at the alleged sexual assault by Ugandan police of a high-profile female opposition politician.

Footage shows an officer squeezing the breast of Ingrid Turinawe of the Forum for Democratic Change (FDC) during her arrest ahead of a rally last week.

Deputy police chief Andrew Kaweesa has apologised, saying the incident will be investigated.

Uganda's opposition says police regularly harass them during protests.

Since President Yoweri Museveni's controversial 2011 re-election, there has been a wave of opposition demonstrations - many of which have ended in violence and arrests.

But correspondents say Ugandans are outraged by the arrest on Friday of Ms Turinawe, who is the head of the Women's League of the FDC led by Kizza Besigye.

Ugandan television footage clearly shows that, as several officers tried to pull her out of her vehicle, another grabbed and squeezed her breast - and she is heard shouting out in pain.

The BBC's Siraj Kalyango in the capital, Kampala, says a group of about 15 women marched through the town to the main police station waving placards, including one that read "How would you feel if we squeezed your balls?"

Six protesters were arrested after they refused to put their tops back on - but they were released two hours later without charge.

"We wanted to ask the police if they are there to do their jobs or there to pinch breasts," event organiser Barbara Allimadi told the AFP news agency.

Nigeria: Delta monarch leads protest against Agip

The  Odiologbo of Irri Kingdom, Isoko South Local Government area, Delta State, HRM Oviese Ojenuwe II, weekend, led a peaceful protest against Nigerian Agip Oil Company, accusing the firm of sidelining his people in the scheme of things.
The main gate to Agip in the area was barricaded with a shrine and other fetish objects in the protest, which started at 6am on Saturday.
Accompanied by the community Juju priest, who performed several rituals at the gate with a live fowl, palace chiefs, chairman  of Irri Development Union, Mr. Mike Odhigbo and a host of others, the monarch noted that the company had refused to renew the 2008 expired Memorandum of Understanding, MoU, with the community.
Speaking through the Palace Secretary, Chief Gabriel Abighe, the monarch said they were aggrieved over the non employment of qualified indigenes of the community by the company, demanding for the employment of at least six of the community indigenes.
Other demands, according to Abighe, includes, “immediate release of contract agreement papers awarded to Oghokpos Resources Nigeria Limited; soundproof plant with regular diesel supply and a running contract with the palace chiefs for office keeping.”
Frowning at the removal of electricity project from the request sent in by the community to the company, he said the community “is also demanding a non-negotiable sum of N10 million with a cow for cleansing of the land as penalty for allowing the monarch to leave his palace to embark on a protest.”

Nigeria: Maevis, FAAN know fate today

A Federal High Court in Lagos will today rule on the suit by an aviation services firm, Maevis Ltd, against the Federal Airports Authority of Nigeria, FAAN, over alleged breach of contract.
Trial judge, Justice Binta Murtala-Nyako, adjourned to ruling on whether or not to stay proceedings in the matter, pending the separate appeals by FAAN in respect of the matter before the Court of Appeal, Lagos.
The  court, meanwhile, yesterday, said the Managing Director of FAAN, Mr. George Uriesi, must appear in court today to face the contempt proceedings filed against him over alleged disobedience to court order.
Uriesi, who was in court at the last adjourned date, was absent when the case came up, yesterday, but was said to have written a letter to the court, saying that he had to visit his doctors.
Maevis had dragged FAAN to court in the substantive suit, over alleged breach of contract for the provision of the Airport Operations Management System platform in four international airports in Lagos, Abuja, Kano and Port Harcourt.

Nigeria: FG only implemented 10% of agreement said ASUU

The Academic Staff Union of Universities, ASUU, yesterday, said the Federal Government had only implemented 10 per cent of the agreement the parties entered into in 2009, even as it lamented that there was no law yet on the 70 years retirement age for university professors.
Speaking after a meeting of ASUU’s executive at Ekiti State University,  Ado-Ekiti,  President,  ASUU,Profesor Ukachukwu Awuzie,  said: “We are now almost at the end of the three year lifespan of the agreement and less than 10 per cent of the agreement has been implemented.
Some of the outstanding areas not implemented, according to him, include funding requirement for revitalising the nation’s university system, provision for progressive increase of annual budgetary allocation to education to 26 per cent between 2009 and 2020.
Awuzie declared that ASUU members would not subscribe to the implementation and running of the Integrated Payroll and Personnel Information (IPPS), as required by the Federal Government, saying “the union has directed that none of its members should subscribe to IPPS. It is the opinion of this union that Nigerian workers that are being forced to this scheme have a right to choose if they wish to be  guinea pigs in this experiment.”

Ban Ki-moon condemns Sudanese air raid on South Sudan

UN Secretary-General Ban Ki-moon has condemned Sudan's bombardment of a border area in South Sudan.

Mr Ban called on "the government of Sudan to cease all hostilities immediately", saying there could be no no military solution" to the two countries' simmering border dispute.

On Monday Sudanese warplanes dropped bombs near the South Sudanese town of Bentiu, witnesses said.

Earlier, Sudanese leader Omar al-Bashir ruled out talks with South Sudan.

Mr Bashir was speaking while visiting the oil field and border town of Heglig, which South Sudanese troops had occupied for nearly two weeks.

South Sudan says its forces withdrew from Heglig, but Sudan says it expelled them, killing 1,000 soldiers.

"We will not negotiate with the South's government, because they don't understand anything but the language of the gun and ammunition," Reuters news agency quoted Mr Bashir as telling troops on his arrival in Heglig.

The past few months have seen sporadic fighting in the oil-rich areas along the two countries' undemarcated border, prompting concern the violence could escalate into a full-blown war.

Mr Ban called on Mr Bashir and South Sudanese President Salva Kiir "to stop the slide toward further confrontation and... to return to dialogue as a matter of urgency".

US President Barack Obama has said both countries "must have the courage" to return to the negotiating table and resolve their differences peacefully.

However, Sudan's ambassador to the UN Daffa-Alla Elhag Ali Osman accused the South of "aggression" and said his country had the right to defend itself.

"We have been targeted by... the South. We have every right to militarily repel that attack and aggression," Mr Osman told the BBC's World Today programme.

"Let me make it clear: we will not cross the international border and attack the south... inside their territories," he added.

Five Boko Haram Members Killed By ‘Own Bombs’

Five suspected Islamist militants were killed when bombs they were assembling exploded during a shootout with government troops in northern Nigeria, a military commander said Monday.
"I can confirm that five suspected members of Boko Haram were on Saturday night blown to pieces by Improvised Explosive Devices," they were assembling, Colonel Victor Ebhaleme told AFP news agency.
Ebhaleme said the bombs were being assembled for attacks planned for the flashpoint city of Maiduguri, the epicentre of an increasingly bloody insurgency that has left more than 1,000 people dead since mid-2009.
He said the joint military task force deployed to the region to stem the violence had surrounded the hideout and "engaged the suspects in a shootout".
Ebhaleme said the insurgents had thrown a bomb at the soldiers when the other bombs inside the house went off "killing the five suspects and destroying the house".
